I am reading a book, Shree Krushna Charitra, by (respected) Nanulal Gandhi, it is a Gujarati translation of Bhagawat Scandh 10-11.
In that, I read Pragatya katha of Lord Krushna, which starts from "Pruthvi nu dukh" . Dharati Mata was in very much pain due to increase in Ashur Population (like Kanse, Jarasandh, etc.), hence see was crying. Once she  went to Brahmaji and asked for help. After that Brahmaji, Shiva, all dev and she went to ask the remedy (solution) to Supreme Lord Krushna. Then lord answered "I am shorty going to come on earth, at that time I will destroy all those nuisances".

Here I have a doubt. We can see nowadays lots of people (many of them are innocent) dying in earthquake, although its a natural phenomenon, but I think only earth (dharati mata) is the main contributor in that, at-least she is "Nimit" for that.

Why at that time earthquake did not happen to kill those nuisances ?

Jai Shree Krishna,

What you are talking about is natural calamities, which when occurs, does not differentiate between god and bad, evil or not, hence under the circumstances, not only evil but even all that is good would also have perished.

However, the need of the momnet was the tiumph of Good over evil, and to ensure that evil was perished and Good could once again gain its position, Shree Prabhu decided to take Avtaar.

This fact that how Shree Thakorji used one evil to kill another is very well mentioned in the First Scandh of Shreemad Bhagwatji, especially in the 12 - 16 adhyays, Where-in Shree Thakorjis disappearance from the world is described.

Jay shree krushna

I am totally agree with your answer. Earthquake is a natural calamity. And killing evils is not at all a big thing for Thakorji, and hence it was not the main purpose of his Pragatya.

Even I have not read Shrimad Bhagawat completely, still I have some idea about Bhagawad Geeta, where Thakorji him self mentioned in 4th Chapter, about the two reasons of his incarnation and three main task he want to complete on earth.

By the way, I might be failed to put my thought correctly. Basic question was regarding the ability of Earth (Bhoomi or Dharati ma) to solve the problem without complaining to Brahma. (Here, I just considering Earthquake as a power of earth to protect it self).

In other words, mainly I want to think about the "Adhi-Bhautik" and "Adhyatmik" swarup of Earth. Mainly, I could not understand why Earth required help to kill few evils.

Jai Shree Krishna

Ok, now your Q is clear.

The very fact that Shree Thakorji had to take avtaar, that too as Shodash kalanidhi, in his eternal Purna purushottam form in itself, goes on to show that these were not few evils but evils many fold. On one end is Kansa breaking all morality and on the other end is Duryodhanfollowing trecherous path to achieve his goal. As we see from Mahabharatha, even those who ought have protected Dharma at all cost, were silent witness to highly immoral acts, hence the spread was evil was rampant, and the only one who could control this was Shree Thakorji himself, hence the avtaar of Purnapurushottam Shree Prabhu.
