use wet kumkum, sometimes people says that use 'KORU kumkum' means that not used for us (new) but not dry.( as per my understanding)

Yes, Reeta ben, one should always do Tilak, bindi etc, using wet kum kum only.
The reason why this confusion regarding koru is, that many a times, Vallabhkul advice to use koru kanku, what is actually ment is kumkum that has not been used by us otherwise, and the meaning here is not dry kumkum.
Please note that Tilak with dry kumkum is done only on the shav/dead body of a person (Here one should not do tilak using wet kumkum)

It is said that Kumkum is made of red turmeric (haldi).

Some of the places where you get pure/good quality kumkum (that which does not leave any kind of mark/stain on the forehead when removed is said to be good quality kumkum) are:
Hyderabad, Junagad, Ujjain, etc.
